The 2026 Referendum: Know the Long Term Impact

In March 2026, Boca Raton voters will make a defining decision about the proposed Government Campus Project. This 99-year public/private partnership represents a multigenerational shift in how our city uses its public land.


The City Council announced the project a year ago having already decided that the project would be a public private partnership and, within months, selected Terra-Frisbie as the developers. The City never analyzed a public finance option. Since then, official messaging has emphasized an overly optimistic narrative that does not reflect many of the concerns raised by residents. Meanwhile, developer funded OneBoca uses social media, emails and flyers to deliver a steady stream of promotional content. Even the wording of the proposed referendum has been crafted in a way that favors approval of the project.


Boca Downtown Real Facts was created to provide an independent, non-partisan analysis of the project’s long term infrastructure, environmental, and community impacts, so residents can make an informed decision.


What You Will Be Voting On

  • A Century Long Commitment: A lease of public land to the Terra-Frisbie Group extending until the year 2125.
  • Increased Density Downtown: Construction of high rise residential and commercial towers and a hotel between Memorial Park and the railroad tracks. Including six 12-story and one 9-story building.
  • Relocation of Existing Amenities: Permanent removal of the downtown softball fields and skate park, with relocation to other city parks. There is no plan to provide a replacement for the softball field that doubled as a soccer field. 
  • Environmental & Architectural Change: A permanent shift in the landscape, green space, and character of Boca Raton’s downtown core.
